Throughout five eras of development of civilization, you have to face numerous challenges, which get larger in scope and more difficult with each passing second of your rule.

Urban Empire is an economic, city-building simulation game. The action of Urban Empire starts in 1820 and takes place over the course of two hundred years. As decades go by, both the technology and geopolitical conditions change, which constantly provides new challenges. In total, we can play throughout five primary historical periods.

In most games of this genre the player is an impersonal manager of a city, or a mayor at best. In Urban Empire, on the other hand, we control an entire family from which the subsequent mayors originate. Starting out, we choose between four families that have unique traits, defects, and philosophies of development.

In the game, we obviously have to fulfill typical responsibilities of a mayor. Therefore, it is necessary to build infrastructure, plan the districts layout, drive the economic growth as well as to ensure our citizens’ satisfaction and solve their problems. The technological changes, such as electric trams, antibiotics, or the appearance of electronic games, bring both challenges and opportunities to improve the life of our society.

Apart from traditional tasks connected to managing a city, we also have to engage in political and personal affairs. It is necessary to influence members of the city council and to corrupt or blackmail those who oppose us. Such actions have to be done in secrecy in order to keep our family’s name perfectly clean and thus allow our kin to win subsequent elections. The gameplay is enriched by over eight hundred events that require us to making decisions fraught with dire consequences.

In the chapter below, you will find a wide range of essential information about the City Council and the voting system, which is the mechanism behind enforcing individual decisions. The information in this chapter will allow you to avoid making many mistakes during the campaign, and will also allow you to effectively lead the political game and stay in power.

General information

Just after the first several minutes in the campaign, you will notice, that every decision, which has any impact on the fate of the city, has to be discussed and voted upon by the City Council. The number of debates is dependant only on your activities and individual projects, but even if you do not introduce many projects, the game will force it upon you by using various political parties, that can support a given initiative.

The City Council in Urban Empire consists of 61 members, who represent various political parties. In the beginning stages of the campaign, there will be only a few parties, which will allow you to get accustomed with the mechanics of the game, but from Era II, the parties you got to know earlier will split into smaller groups, concentrated around a value that they find particularly important. This is very essential, as you always have to observe the shifting political landscape and react according to the current balance of power, enforcing political decisions which favour the party with the most representatives.

1. Party details

Each position from the list of parties visible in the picture can be clicked, and upon doing so a second panel will pop up, and allow you to familiarize yourself with the ideology of each party. Here you can check citizen support for a given party, which even takes into consideration specific social groups. Apart from that, you will also find the characteristics of each party, their main goal connected to services, and a list of edicts proposed by the party together with the information about whether or not they were introduced. You can also find the relations between certain parties here.

2. Edicts

By using the two icons placed in the bottom right corner of the screen, you can switch between the active edicts (the green colour), and the edicts that can be submitted to a vote (the red colour). At the beginning it will be easier to use the All categories filter, thanks to which none of the available notions will escape your attention, but given time the amount of edicts will be too great, and it will be better to browse through them by using specific categories.

After selecting the indicated icon, you will see a panel which shows the inflows to the budget, that come from the taxed paid by people and enterprises. You can also see the percentage level of taxes here. After choosing the icon in the bottom right corner you will be able to change the percentage values of taxes for specific social groups. When the values change, a motion with new tax values will be put forward to the City Council and will have to be approved.

4. Funding services

The final function of the City Council view is connected to funding various services. By using the panel you can familiarize yourself with the current spending of the city funds. They are primarily connected with remuneration for the mayor, but also with the funding of various institutions, which operate within the borders of each district. Depending on the income of the city, you can establish the level of aid for every institution, by using the green icon in the bottom right corner of the screen.

1. Introducing a motion and initial support

After submitting a project of any resolution, it is time for all City Council members to establish their position on the issue of said resolution. As you can see in the picture above, right after the project is submitted, you will receive an approximation of how the vote would turn out, if it were carried out on the same day.

The initial station is dependent on the party�s political compass, and also on whether it is you or another party that is submitting the resolution. In this aspect Political goodwill is also important. If you are putting forward your own project, and the goodwill modifier is positive, you can expect that the majority of members will be keen to enact your proposal. Initial support can also be generated by the will to fulfill some of the six basic needs of the citizens. In this area, changing the support modifier cannot be done by means other than fulfilling a specific need of the citizenry, however, the time between submitting the resolution and the vote is usually so short, that you will not be able to act in this area.

Depending on the initial station the number of Council members, who are certain to approve the project and who are certain to oppose it, is determined. The remaining votes can be distributed in various positions on the spectrum, but if the scale indicated in the picture above is in your favour, then you need not worry about the result of the vote.

2. Exerting influence on party members

The whole fun begins when the initial station of the City Council is not in favour of you proposal. In such a situation you can use one of the interface buttons, to influence the decisions made by representatives of individual parties. For each of the parties you will see the current Goodwill modifier. Depending on the value of this modifier, your actions will be more or less effective. Exerting influence will be discussed in detail in another chapter, but it is worth mentioning, that you have a choice between: a request, a demand or a threat.

As you can see, in the first tally it does not appear that your motion will be accepted, and you should immediately begin to act, as mentioned before. Each month the Council will debate the motion, which means, that you will be able to act in order to convince the Council to see things your way. You can do this as long, as the members of individual parties will be willing to listen to you, however, you must know that trying to exert influence (whether successfully or not) lowers the Goodwill modifier, the value of which can drop to a level, that will result in the members ignoring your station and simply laughing you away.

Be mindful of messages, which can appear in the upper left corner, right under the research progress bar. They concern the result of debates on a given project, which took place without your interference. The results of such happenings are extremely crucial, when they concern the party that has the overwhelming majority in the House. It may turn out, that your efforts are meaningless after one internal party discussion, and the party will still refuse to support the motion, and additionally will not forget for a long time that you tried to influence its decision.

3. Final attempts of swaying the vote

When it is finally time to vote, the flow of time in the game is paused, and you have to switch to the City Council view. You can still influence the result of the vote, as long as you have not alienated all of the parties, but the impact of your speech will not be as substantial as in the first months after the project was submitted. In the end, if the project is important, than you may try it, and if you fail than you will repent on another occasion.

The votes are tallied from individual members of the Council, and next to the stations you will find the symbols of the parties which decided to vote either for or against the motion, with the majority of their votes. After the votes are counted, the results are published. Remember, that the motion is approved or overruled by a simple majority of votes, so even a single vote can dictate the fate of the resolution.

If you are popular enough and have generated enough prestige points, you may reject an unfavourable Council decision and �push� the motion through, without the Council�s approval. It is important to point out, that such an action is rarely possible, and requires a lot of prestige points, so you should be certain that the motion is worth spending your carefully collected points on.

If you do not bypass the Council�s decision, and it is unfavourable, you can try submitting the same project again, or you can modify it a bit. It is important to keep in mind, that trying to exert influence upon Council members will put you in a bad spotlight for a long while, so you should expect any motions you make to go straight to the garbage can.

In the following chapter you will find a lot of advice concerning exerting influence and pressure on the representatives of political parties, in order to make them support the motions you have put forward. The actions, which you must take are different for each specific case, but it is possible to adopt one proven tactic, which gives you a large chance at having all of your resolutions approved. When to influence a vote

Depending on the importance of the motion you submit, you have to decide whether it is worth influencing the result of the vote. First, you must verify whether or not the initial support guarantees that the resolution will be approved.

If the scale of support is majorly in favour, than you should not, under any circumstances, influence the vote. The situation is the same, when the initial stations suggest that the project is almost certainly going to be rejected. Trying to change something in these situations will only worsen your relations with individual parties, and you will not gain anything for it. It is worth primarily looking into the stations of parties which hold the majority of votes within the Council. If you do not constantly keep track of this, than it is worth paying attention to the headlines of newspapers, which quite often appear on the screen.

The optimal situation for exerting influence exists when most on the Council members do not openly oppose the resolution, but the scale of the vote is not clearly indicating either of the possible results. Of course, before you take action, it is worth checking the political goodwill modifiers of each party. If you have recently made numerous attempts at influencing the results of a vote, than your chances to sway the current vote may already be non-existent. If the Goodwill modifier is a negative number (between -5 and -10), than it is best that you do not engage into any actions with the representatives of this party, and wait for your relations to improve.

Selecting parties

If you have decided, that you will nonetheless fight to push the resolution through, than firstly you must conduct a selection process amongst the parties, that are currently sitting in the City Council. The earlier in the game it is, the easier it will be to achieve this, however, the interface is quite friendly in this area, and even with a larger amount of parties, you should not have any issues.

First of all, note why certain parties oppose or support the motion. You can do that by pointing the cursor at the symbol of any party, which you will find on the support axis. Most often the initial opinion will be dictated by the political compass and in this area you will not be able to act, but it is worth familiarizing yourself with the value of this modifier, as in most situations it will be the value you will have to counteract with your own actions, in order to convince the party members to support your motion.

Remember, that ineffective action will only worsen the situation, so make sure to at least get a grasp of the political priorities of each party and choose to cooperate with those, that support your point of view, e.g. you want to fund a new police department, but it is expensive enough, that the City Council does not want to support the project. Check, which party has Security in their agenda and try to strike in this direction. You should keep in mind, that exerting influence results in a long-term penalty in relations, so limit your actions to when they are absolutely necessary.

Selecting means

You can exert influence in three different ways. You can request that parties support you, you can make demands or you can threaten their members. All of these activities can be done by using the interface, if they are available at the moment.

It is important, that after you choose one of the three previously mentioned options, you must use it. Before you pick any of them, be sure that you want to influence the party this way, as after you open the panel of a specific mean of influence, there will be no going back. Requests are of course the least effective way of influencing, but you can use them when dealing with parties which support you, but the project is not in line with their ideology. Remember, that after you pick a request, you will have to characterize it. You can outline your own political goals, or the good of the citizens. If the goodwill modifier is at least 5 or higher, than presenting your own goals will be more effective. When the modifier is between 0 or 5 points, it is best to use the needs of the citizens as your bargaining card. The effectiveness of the request also depends on the party�s support of a certain idea and your support amongst the citizens.

Demands and threats are way more effective. The latter are best suited against parties which you have been recently spying on. Spying itself costs about 20k of your personal funds, so you should infiltrate the parties which hold a majority in the City Council. Demands can be made when parties favour you, and also when your relations are not the best. For demands you will always find more rational arguments, which will allow you to pick the line that is best suited to its recipient.

Final effect

Keep in mind, that your action will quite often produce the opposite effect to the one you were hoping for. Situations of this type will occur when the party�s political compass resulted in a neutral position, and you chose the wrong action and have lost the support for the motion while gaining nothing in return. This is why it is important, that you make your first attempts at influencing right after the project is submitted, and only when it is necessary.

Thanks to this, you will be able to correct your decision or to follow through with it, in order to make the final result favour your ambitions. Party goodwill returns to original values after some time, so if you anger the politicians too much, withhold from submitting any substantial projects for several months.

The tutorial will affect the gameplay to a great extent, as it will disable the interface if it wants you to perform specific activities.

Districts

At the beginning of your scenario, you need to build the first district of a new city. Districts can have up to 25 hectares but they can be smaller if the budget does not allow you to develop the entire area.

Once you build a neighborhood, it will take several or several dozen months to populate it. It’s also a significant test for the budget, as the city will pay extra for the area development, until the area is populated. This refers to all the neighborhoods, not just your first one. Thus, you should wait with an expensive investment until the neighborhood increases its power.

Keep in mind that the majority of problems related to the budget can be solved via taxes. However, the key to success is not by raising them but rather creating new districts. The more citizens pay their taxes, the more profit you will receive. Your first 4 – 5 neighborhoods should be created within the first 15 years of the campaign. At the beginning of the game, a city will have a high potential, so the City Council should not be against large population. Just keep in mind not to wield influence on parties at the beginning, as this will affect voting on building/modifying the districts.

If the interface points out that there is demand (any level) to expand, you ought to build a new district. Even if the demand is low, as long as you keep the average level of happiness, new citizens and investors will eventually come.

Each of the available institutions has its own range which is represented by a circle with the given institution in the center. Make sure that districts adjoin one another.

Modifying your districts

Keep an economic approach. If you want to active a new institution, because your citizens demand it (and there are excess resources), do not hesitate to do that.

Significant expenses will include e.g. situations where you want to install heating and electricity in a neighborhood. Such changes need to be planned carefully, as they do not affect citizen happiness that much (especially at the beginning of the game) and they are very expensive. As you research new technologies, you will gain access to new means of improving your city. The key to success is to choose and plan them wisely.

You can perform such changes individually for all your districts. If you invest in lightning, sanitary fittings, or new roads, make sure to do it when your city is not involved in building a new institution or a district. Calculate these costs to remain a balance between taxes and expenses.

Zones

As you progress, you will be able to develop your districts. Do not limit yourself to the residential area, as this won’t help to endorse businesses. Furthermore, new worksites won’t be created, employers will not hire your citizens, and they won’t be able to pay taxes. If you are not confident enough, leave the zones in their default setting.

Taxes

One of the most important economic factors in the game. At first, they will be set to 10% in both sections (industry and citizens). Changes are essential if you want to keep your city developing. On the other hand, increasing taxes will result in a negative decision of the City Council.

As you provide more and more services, you should increase taxes by 1%. At first it’s better to put as little pressure on the investors as possible, as this will result in more income than a natural person could offer. However, as more people will come to your city, the income from raising the bid will become similar.

A safe scenario would include raising the bid by one point each time the city is on the verge of incurring a loss due to the services it offers. Increase taxes in a voting for each group and it will be easier to affect the City Council. If your approach your citizens’ needs correctly, taxes will be the main topic of discussion.

On the other hand, you cannot just increase taxes over and over. Even a slight change can affect many companies and cause a lot of trouble. Try to run at least two districts for every 1% change. This way the quantity of payments will compensate for the actual value.

Finances

An important element is to finance institutions and the Mayor. If your budget is characterized by a surplus income, you may increase expenditure of some institutions, which will eventually let them work more efficiently. You can always go back to the basic expenditure that offers the basic variety of services.

It’s important as your private treasury will affect how independent you can become and allow you to e.g. build a hospital without even asking the City Council for permission.

You may also use your own income to improve institutions, which will decrease expenses related to building new building of the same type. You can increase your salary for as long as the city budget can afford it.

Demands

As your population grows, you will have to deal with more demands. This will include citizens in all your districts. Keep in mind that citizens can tolerate negative conditions for a long time but it won’t convince outsiders to move into your city.

Try to fulfill their demands at least at some point. This way the average happiness will reach a positive level and your city will be able to develop in a dynamic matter.

It’s important to satisfy the needs by using services based on the newly researched technologies. You may also regulate them via edicts. However, they often have negative effects, and thus you may want to reconsider using them in the first place. If you want to develop certain services, you should also keep in mind to improve the range of impact.

Events

During your gameplay you fill face many events related to the storyline. Make sure to read their descriptions carefully, and react according to your beliefs (just be aware of extreme decisions). Whenever it is possible, try to avoid decisions that would trigger political consequences.

Some of them can affect the Mayor. However, this will not affect the gameplay to a large extent.

Inventions

You can research new technologies nearly from the very beginning. Certain discoveries are connected to one another and you don’t have to focus on all of them to progress to a new Era. Just make sure to decide on a clear path as soon as possible.

We recommend conducting all the research from Era I, as this will allow you to satisfy the needs of your citizens via new institutions. What you want to do next it totally up to you. All discoveries are important but it is crucial to adjust them to problems of your society.

The work speed depends on the scientific potential of your city and can be improved by building different types of schools.

Approaching your inventions

Before you conduct a research, an important window concerning the technology will appear. Use it to determine the discovery. E.g. you can decide whether or not the melted iron will be available to all the industries. Agreeing to this will make the technology more common and thus improve the productivity and reduce its overall cost. However, if you decide that a quality inspection will have to take place, some industries will bankrupt, while other industries will benefit and the percentage of rich citizens will increase.

Each decision will lead to consequences, so choose wisely. The more society centered the invention is, the lower the cost to implement it will be.

End-of-time Victory

The easiest type of victory. Your task is to survive two hundred years. If your protagonist is not elected the Mayor by that time, you will lose the scenario.

Of course, this means that you need to spend a lot of time to complete the scenario and not necessarily put too much effort into it. Make sure to be on good terms with other political parties and blackmail those that have majority of seats in City Council. Accumulate prestige points to overrule the Council when needed.

If you keep your citizens happy and the city will keep a steady economic progress, you shouldn’t have too much trouble with finishing the game.

Scientific Victory

To achieve this victory, it’s best to play as Sant’ Elias family, as they generate additional benefits from education. For this type of victory it is crucial to max out institutions connected with education.

You need to max out the University, and make sure that enough people have access to education. Apart from that, all you need to do is make sure that all types of schools are built in the city and that higher education receives a high government grant. It may seem a demanding type of victory but as soon as you advance to Era V, it will become one of the easiest to achieve.

Political Victory

To achieve this victory you need to focus on the politics of your city. You need to satisfy needs of your citizens and generate high level of citizen happiness.

From the very beginning you should support political parties that share your beliefs. Hostile parties should hate you and neutral ones should accept your decisions and agree with you.

Economic matters are not that important, and you should pay attention to decisions during various events. If you are not familiar with English, you may make a wrong decision which will eventually prevent you from achieving the political victory.

Economic Victory

To achieve this victory you need to focus on the economy of your city. Apart from upgrading important communication and trade facilities (railroad station and harbor), you need to keep an eye on a steady financial flow and make sure that unemployment is low.

It’s crucial that you manage your districts wisely and not get involved in politics too much. You need to support local industries and try to maximize citizen happiness. Pay attention to demand on districts and adjust taxes in a way that would allow investors to develop.

It’s the most difficult type, as all the requirements are hidden until you actually achieve them. They are related to the events generated by the game, so you cannot affect them directly. Certain events are connected to demands and problems of your citizens.

1. It�s best to start the first scenario with a tutorial. This will help you learn the game mechanics and you won�t miss any important details.

2. Carefully examine every element of the interface and the available options. Game developers did not add so many indicators and sources of information for no reason.

3. Take your time to read descriptions of storyline events and try to make neutral decisions. You can do otherwise if you want to achieve political or �remarkable city� victory.

4. Newspaper headlines provide a lot of information on political determinant and social tendencies. Make sure to read their content.

5. Characteristics of the protagonist do not affect your overall success but one should try to keep a positive image.

1. Try not to involve too much into politics, unless you want to achieve the political victory.

2. Be careful when affecting the voting results. If one of the sides is receiving the majority of votes, you won�t be able to change the overall result. Sometimes it�s better to leave things as they are.

3. Political parties that were blackmailed by you, will remain hostile for a long time.

5. Be smart when it comes to prestige points � don�t hesitate to use them when needed. Keep in mind that only they can overrule decisions, so make sure to save some for a rainy day.

Science

1. Different types of research are not connected. Once you choose your path, you can research new technologies freely, even if that leads to achieving discoveries of Era IV when you are still in Era II.

2. Investigate benefits that come from a completed research. Icons by the technology symbol may help you make up your mind. It�s important to plan new discoveries according to your citizens� needs.

3. Before you finish your work, you will have a chance to decide how you much you want to use the technology. The wider the application of your invention, the bigger the income for the budget of the city.

4. The science potential can be increased by building new science facilities. In the end, you will be able to raise a university and upgrade it.

5. Each technology comes with a price (science potential points). The bigger the value of the factor, the faster will be your progress.

Economy

1. At the beginning of the game, the city will develop at a high pace. Use this to your advantage and gather as many citizens as possible in the first years of the scenario.

2. Be careful when changing taxes. Keep in mind that you can increase your income by increasing the number of tax-payers or investors.

3. Once you commission a large investment (building a neighbourhood or infrastructure development) halt with any other major expenses for a couple of months.

4. Try to keep your citizens happy, as this directly affects the dynamics of development, and support of your decisions.

5. During the first years of your campaign make sure to increase the salary for the major. This way, you will generate a lot of your own resources, which will eventually allow you to skip some administrative activities and will make you partially independent of the City Council.

1. Mayor portrait

In this area of the screen you can see the avatar of your mayor. This avatar will change depending on your choice of family and the era of the game. After clicking at the portrait, detailed information about the mayor will pop up, and you will be able to examine the features of his character. These are particularly important for the political relationships within the city council, so you should be aware of the modifiers that are generated by the mayor’s features.

2. Game goals

After clicking the diary icon, an additional interface window will appear. There, you will find individual goals, which you must achieve in order to successfully complete the scenario. Each game has five different ways to achieve victory. Apart from completing the scenario by reaching the end of the game time or creating a worthwhile city, you can also win by achieving political, scientific or economic goals.

The specific win conditions will be discussed in detail in a separate chapter, but it is worth mentioning, that you can check at any time which of the goals you have managed to accomplish. During the campaign, some of the tasks may be blocked until certain conditions within the campaign itself are met.

3. Messages

The element of the interface, which registers messages sent to you by the game. They can concern the flow of the game or can be parts of the tutorial. The message log is emptied after loading a previously saved game.

4. Game menu

After pressing the designated button the game menu will appear. You may use it at any point to save/load the game. You can also adjust game options or exit to the starting screen of Urban Empire.

1. City name – you choose the name at the beginning of the playthrough.

2. Current era – the era changes when research on all of the inventions from the previous era is completed, and a certain time in the game is reached.

3. Number of citizens – Dependant on the number of districts and specific modifiers, which are responsible for the well-being of the citizens. You can increase the number of citizens by reorganizing space within already existing districts.

4. Demand indicators – Here you will find information, which will help you in managing the working space within a district. The demand is set for residential, industrial and commercial needs.

6. Resource panel

1. Political goodwill – Each of the parties in the game has its own views, which are limited to a specific realm of politics. The harder you try to win the votes of members, whose ideology opposes the project, the more their support for your actions drops and in the end the party will treat you as an enemy. Given enough time this attitude will come back to its original state, as long as you do not interfere with the affairs of the city council.

2. Prestige – During the playthrough, your representative will generate prestige points. They can be used during an important vote, to repeal a city council decision that is unfavourable for you.

3. Brainpower – Determines the speed with which your city can gain access to the technologies that are available in the game.

4. Personal funds – The amount of money, which you can spend on chosen initiatives for the sake of the city. These funds can also be used to help you lead the political game.

5. City funds – The city budget, the income to which is determined by the inflow of taxes. It is absolutely essential to your playthrough, as it is used to cover current expenses and to finance public institutions. If the city budget is in danger, the council can put forward a motion to withhold funding to certain public institutions.

6. Happiness – This modifier shows the happiness of the citizens, which is generated by fulfilling their basic needs. Depending on how wide the gap is, between the expectations of the citizens, and the services offered by the city, happiness will fall. All six factors contribute to citizen happiness: security, fun, social life, environment, personal growth and health. Each of them has been described below.

7. Social life – This modifier shows the degree of conveniences, that the citizens utilize. You can raise the value of this parameter, by granting additional services or approving edicts.

8. Security – The level of this parameter is dependent on citizen access to police and fire departments.

9. Environment – The citizens may also demand to have contact with nature. The level of this modifier depends on the amount of nature parks within districts.

10. Health – Citizen demand for healthcare. The level of this parameter can be regulated by building hospitals and approving edicts, which e.g. illegalize drugs or other substances.

11. Personal growth – The level of this modifier can be adjusted by giving citizens access to education.

12. Fun – The last of the basic modifiers, which influence the overall happiness of the citizens. This parameter is mostly dependant on how liberal is the law that you make. If you approve edicts, which illegalize gambling or prostitution, than the modifier will have a negative value, but, you will gain an advantage in other regions. The easiest way to generate a positive value, is to invest in culture-related institutions.

13. Income balance – As long as this value is positive, the city earns more in taxes, than it spends in funding, which allows you to keep all of the public institutions active. Small holes in the budget can be mended by slight increases in taxation, however, the best way to increase our income is to raise another district and increase the number of taxpayers.

7. Game time

Here you can adjust the flow of time in the game. You can accelerate the standard speed up to four times its original value. You can also pause the game at any time. This pause will be automatic, if the city council is about to have a vote. Until you participate in the vote, you will not be able to unpause the game.

8. City view

The button you can see in the picture does not have a use, if the camera is centred on the area of the city. You will be able to use it to leave the city council chamber or the progress cloud. It is quite important, as only during the “City view” does the time in the game flow.

9. City Council

At any moment, you can enter the town hall auditorium. Once there, you can familiarize yourself with the list of available applications, composition of the city council, as well as the outline of the parties. You can also influence the voting process and put pressure on individual party members. All of the aforementioned actions will be described in detail in an appropriate chapter.

10. Progress Cloud

The research tree in the game can be referred to as a “cloud”, since individual technologies have one source, and then branch out into several offshoots, which are connected by the same subject matter. You will be directed to this part of the interface each time the research of a technology is completed.

11. Creating districts

By using this element of the interface you can immediately access the district editor. Depending on the area, division of zones and technological support for the new district, its cost can assume different values. Considering the cost of the new district, the city council can support its creation, or reject the project during a vote. Detail information on this topic can be found in its specific chapter of the guide.

12. New object

This button enables you to create one of the available objects, which will be placed beyond the borders of a district. Access to individual objects, such as ports or railway stations, can be unlocked via research. Every change of this type has to be approved by the city council in a separate vote.

13. City details

After clicking this button, an additional interface panel, which will allow you to view detailed data about all of the city-connected issues, will appear. It can be statistics on the diversity of the citizens, the sources of income for the city or the services in individual districts.

Given how detailed the information in this particular tab is, it is worth using it before making any important decisions.

14. Research progress

In this section of the screen you can monitor the progress of the research on your newest project. The green circle around the icon of the technology, is the research progress bar. When the circle is complete, the research will be finished. You can also check what capabilities the new technology brings, at any time from the city screen. These advantages are represented by the set of smaller icons. After pointing the cursor at them, you will see a detailed description of each issue.

Urban Empire has quite optimal system requirements, however, it is worth mentioning, that as in the case of most strategy games, the production puts more pressure onto the processing power of the CPU, than onto the graphics accelerator. On weaker hardware configurations, with a large number of created districts, drops in the fluency of animations and the slowing down of the flow of time in the game can be experienced.
