This is the Police is a mix of strategy, management and adventure game. In this guide you will learn about basics of police station management, how everyday routine looks like and what problems will you face. The main gameplay takes place on the map of the city. There you can decide where to send your policemen. You will receive various calls. Not all of them are simple. Sometimes the hard ones are hiding simple solutions.
In the guide you will find a separate chapter containing many advices to various situations and crimes. In addition to performing extemporary actions you will have to solve mysterious robberies and murders by sending your detectives to the crime scenes. These investigations are a combination of riddles and deduction – all of them are also described. You will have to deal with mafia, city mayor, trade union, prosecutor, rats among your men, lacks of men and funds.
Welcome in Freeburg! In This is the Police you will play the role of a police chief of this great city. Only half year remains until you retire due to intrigues. You have one target – gather as much money as you can for the retirement. You will have to perform your duties and protect the order and safety in the city. At the same time you will try to gain as much as possible from your contacts with mafia. Your objectives will change as the time passes, but not the base of your work.

This is the Police is an unusual strategy game with adventure elements. The player assumes the role of the head of local police. Instead of focusing on enforcing order, he decides to break the law for personal reasons and thus acquire much needed cash. By making use of his authority and influence, he takes advantage of local representatives of the criminal underworld to gain a fortune, but he must also be careful not to get caught red-handed.
The main character of the story is Jack Boyd – a sixty-year old policeman, and the head of Freeburg police station, who is forced to retire in 180 days. Having never received the due gratitude for his faithful service and dedication, he decides, for the first time in his life, to break the rules.
Gameplay in This is the Police for PC / Windows is divided into two distinct segments – story- and strategy-based. In the first one we follow the story of the protagonist and build relationships with other key figures in the game, and in the second one we decide which crimes to commit and deal with police departments trying to prevent them. At the same time, we must constantly manage large sums of money and decide on improvements of the police units – all of this while “laundering” a part of our earnings behind everyone’s back.
Jack’s fate comes to an end after 180 days, but it can have at least several different forms – an alternative to a successfully completed swindle is the prospect of spending the rest of his life in prison or even death at the hands of the local mafia. Player’s decisions affect the ending, so every choice we make plays an important role.

This is the Police is a combination of economic strategy and morally dubious adventure game that lets you to play as a corrupt chief of police, voiced by Jon St. John, a.k.a. Duke Nukem. The game has just got a new trailer.
Newspapers. Each day before starting the work, the protagonist is reading headlines. Most of them tell about the moods of the community and events in Freeburg. Sometimes you can learn a bit more from them, for example that the mayor isn’t happy about police effectiveness. This information should motivate you to improve your situation.
Shifts. You have access to two groups of subordinates – shift A and shift B. When one of them is working, the second is resting. This allows you to led quite effective but smaller group. Not only the policemen, but detectives are part of a shift as well. Transfers and assignments can be determined only during the day, not during the beginning or the end of the day. It’s similar with firing and hiring subordinates. As for the first one, remember one rule – you must have a good reason to fire someone.
It’s hard to be working when one’s son had a serious accident. It is better to let such officer rest than create danger in work. All that’s left is to promote someone.
Briefing. Before the day starts, you will learn if all policemen came to work and you will listen to various favors asked by your men. Sometimes the favors are small, for example one of them wants to finish the book and another is feeling bad. Other times they will give you some serious reasons – things to do in the office or a court trial. The small ones can be ignored (like finishing the book). If it is something serious like officer’s son had a serious accident (1), then it is better to give a free day (in such state the officer won’t be eager to work nor will he be effective in what he does. Sometimes you can give a free day but order the man to immediately come to the next shift. If you’re not desperate, then it is better not to use this option. A rested policeman works better and a tired one will ask you for a free day anyway. In this case you can also promote someone (2). If you frequenly refuse to give your officers a free day, especially if they have a serious reason to ask for it, then they will be more eager to inform on you, for example for trading with the mob.
Calls. From time to time you can answer a call on the map or on the right side (grouped in a table). The calls are various tasks – a crime, a task to help citizen, beginning of an investigation, securing mafia activities and other. To each task you can send from one to a few officers. The number of slots will tell you whether the task is easy or hard. If the slots for assigning officers have red border, it means that all of them must be filled. More about how many officers you should send to which task can be read further in the large chapter “Calls, crimes and favors”. The outcome of the action is always limited to whether the criminal escaped or was caught, the policeman survived or died and whether the civilians survived or were killed.
Various types of events that can occur.
When a call starts, a counter will appear and inform you how much time you have to send a patrol. You can wait for your men to return and send them in the last second. How fast you respond doesn’t impact the outcome of the action. There are a few types of calls:
Yellow, orange and red. These calls can be about various crimes. The color changes as the time to the end of the countdown becomes shorter.
Green. Favors for the citizens of the city, often rich ones. Requires you to send a few policemen to specific place. Various things can happen there – they can resign from working because you treat them as errand boys, they can come back drunk or rested because they played games with kids for two hours. Usually you are awarded with money for these favors.
Purple. Place where investigation starts. Send your detectives there so that they start solving crime. Sometimes the crime will be a theft, a murder or finding gang members. Remember that if you don’t start the investigation in the day when it appeared, then it won’t be available the next day. Started investigations can be postponed for later. If you obtain evidence and learn who the culprit is, again one or more location markers will appear.
Blue/light orange. These are tasks for Vargas and Sand during a mob war. At that time you will receive many tasks of that color, so don’t worry if you accidentally miss one. Usually they require 1-2 officers.
Black. A protest is at that place. In order to react to it you must send 4 policemen there, a SWAT team and (if you have it already a prison van. If you start the task, the patrol will always handle it, but the question is how you will act. You can always choose between using force or not. It depends on whether you follow mayor’s advices. You will receive an option to fabricate evidence in order to have alibi.
Dark red. A chain of events related to a serial killer. One could call it a harder investigation. The opponent isn’t easy and you will have to combine many pieces of a puzzle. If you want to keep the case a secret and solve it in your own way, then some of your men will rat you out. If you inform FBI agents, the murderer will get angry and he will start acting.
You will also receive tasks from the city hall. Such call appears suddenly and you cannot postpone it. Usually these calls require from one to three officers that become unavailable for the rest of the day. You don’t gain any profits from them, but they will positively impact your grade at the mayor.
On the above call one place is lighted in red – you need an additional man. On the second one, despite the fact that 3 policemen can be sent, we decided to send only one there.
Assigning officers. All you need to do is click the portrait below or drag it in order to assign an officer to a task.The game hints you about the difficulty of the task by checking the number of slots for that task. If there are only 1 or 2 slots, then usually it is an easy task. However, sometimes the case will prove to be harder – in that case the patrol will ask for backup. You can determine who and how many officers to send by reading the description of the call. You can send moderate cops to young kids, who stole shoes from a shop, but to a gun robbery with 4-6 slots you should send even maximum number of people – and you should select the better ones. You can also send some weaker policemen to such tasks so that they easily gain additional points. Remember that you should leave someone as reserve. If an event appears in which you have only a few seconds to react and your men did not managed to return in time, then you can risk a bad outcome.
Police officers, SWAT, Paddy wagon and a detective.
Professionalism of officers. The value under the name represents the level of specific officer. It’s a general indicator that represents skills of your subordinates. Shooting, melee combat, driving, conversation skills, negotiations – this all is represented by this one statistic. You can increase it by successfully completing a call (+10, the criminal is captured, the policeman and civilians survive) or when you call reinforcements (+5). If you help by assistance (or send the policemen alone, without a detective), then your men will receive +20 professionalism points. If mission fails, then they always lose 10 points. An escape of a criminal while an arrest attempt costs -15. Send less experienced subordinates to easy tasks or in group with better officers. The game advices you that the ones that have about 150 points are on mediocre level and should deal with most tasks. In my opinion your policeman should have about 200 points in order to be able to deal with majority of challenges. In that case you can send him alone to easy tasks with no worries. The professionalism level doesn’t matter in case of missions given to you by the mob, by mayor or the “green” favors for citizens.
Your detective gain professionalism in similar way, by solving cases. The lead detective will receive +60 points and each of his assistants will receive +20. When he arrests someone, he gets +20. When the case is closed (no matter whether the criminal is caught or not), he will receive additional +100 and his assistants +20. For all failures they will get -20 professionalism points.
Ranks. From time to time you can promote your subordinates. A promotion will provide them with +50 professionalism points and a higher rank. The tank works like “aura” in other games. Policemen who will go with such person on a call will be slightly more effective – especially if the policeman with a rank has high level. The maximum rank level is 3. Ranks also provide happiness to the employee and they can motivate him to stop bad habits. You can also promote detectives. These badges can be left for later, you don’t have to use them immediately. If the officer completes training, he obtains one higher rank as well. If he has maximum level, he will only receive professionalism points.
Tiredness. In the miniature of each policeman there is a 5-grade column on the right. It shows how rested the policeman is. Sometimes it is better if an officer rests at third level and if he is at level two or below, then you mustn’t allow him to work. A tired policeman makes more mistakes and the danger when he works becomes higher if he will remain working in such state.
SWAT. It is a team of trained counter-terrorists who you can send to dangerous situations. Such situations include gun robberies with hostages, riots and other situations with large number of suspects. If you send one or two policemen with a SWAT team to a crime scene, usually they should deal better that a few policemen. You can upgrade them by asking the city hall. They have two abilities, 3-level traits to select: ability increase by 50% or one more use per day. You should upgrade them at the beginning of the game. If you’re managing badly, the city hall won’t cut off the budget for this squad. They upgrades cannot be taken away or the team members fired.
Paddy Wagon. This car can transport many criminals. You will receive a task to obtain it. The vehicle will help you in successfully solving many cases in which more than a few suspects or criminals participate – for example a massive fight or a riot. If you don’t use it, you won’t be able to arrest everyone and you will be informed that some of them escaped.
Your deputy offers a few useful options.
Deputy. Mister Martin Stett will become your new subordinate, you won’t control him directly. He will sometimes give you valuable information, advices and he will help with hard situations. You can also use him to send someone to training or to recruit a rat who will spy your men for you. Remember that random events can happen to him. One day you can for example learn that he died. You will need him for example if you want to learn how the morale in the station really looks like. You can also send up to 3 men to a common grill party or learn who will testify against you. The final option is to buy silence of ones that want to testify against you – this won’t be cheap. The deputy also allows you to check short statistics.
The training usually takes two-three days. During the next shift, he will be in the academy and will be unavailable. If you give him a break, you won’t sent him into the field or give him calls, he has high chance to pass the exam. A successful training will provide him with 50 professionalism points and it will increase his rank by one. It costs 1,500$. You can send a few men for the training, both officers and detectives.
There are various ways to earn money.
Money. You get money each weak as a payment. You can ask for a raise if you’re in good relations with the city. Another way to get cash is to take tasks from the mob or to not react to their actions. Favors done for other citizens will also be rewarded. If your policeman dies, you can counterfeit his sign and get his salary. The body will remain in the morgue and the mayor won’t know about it. However, this will block a job position. Sometimes after missions your men will obtain weapons, drugs or other items taken from the criminals. You can deliver them to the station or ask mob to help you sell them. You won’t be earning much from your salary, a rise request gives you only 10% more. It’s even less profitable if the prosecutor find you guilty of firing someone without a solid reason. In that case the salary drops by 50%.
Sometimes it will be hard to please the mayor – here for example he asked to fire all black cops.
Mayor. This man, together with administration of the city hall, will give you various tasks independent from your situation during day. Sometimes they will give you specific instructions, for example they will want results in case of a gang or they will ask you to fire all black-skinned officers or they will tell you to use force against peaceful rioters. Each completed task will give you points of mayor’s acceptance which cannot be seen anywhere but thanks to which whenever you ask for a favor there will be greater chance that the mayor will agree. If the mayor isn’t happy about you, then not only will they ignore your needs, but they can also cut your budget. In that case you will have to fire an employee and permanently reduce the number of hired men – which will lead to reduced operation effectiveness. The better your relations with the politicians, the less frequently will they give you their tasks.
The mob. These men will frequently ask you to help in their affairs, similarly as the mayor. They will also inform you about their actions during which they don’t like to see any cops. For some of these events you will be rewarded, but in most cases the reward is limited to them not killing Jack. At first they will warn you, but if you don’t improve your relations with them, words will change into actions.
Jack, you were sued…
Labor Union. When you fire someone against the rules (for example, he did not made mistakes or he wasn’t old) then a procedure against you will be initiated. If you don’t do anything with that, for example you don’t buy silence or get rid of the rats, you will have to face consequences. One of such consequences is losing 50% of payment.
Nobody likes to talk with the prosecutor. Especially if one must “create” himself an alibi.
Prosecutor. If you exceed your competences, for example by ordering your men to use force against peaceful rioters, then the prosecutor will check you. A procedure will be initiated against you in order to explain the situation. If you fabricated evidence, now you can use them to have alibi. An interrogation date will be set. During it you must wisely answer the questions. It is best to be neutral – not show aggression and give half-truths as answers. At the end of the interrogation you can admit that you’re guilty, show your evidence or blame mayor’s administration.
Police station. In your “base” you can check offers and hire new policemen. You can also fire your employees and decide who should change shifts.
City hall. Every seven days you can send from one to four requests related to your station. . You can ask for additional policeman or detective position, improve the equipment of the SWAT team or ask for a raise. Remember that they will agree if you did your job and their favors well. You should select one most important need. You will be surer that it will be accepted. If you complete all favors and tasks for the city hall, you can easily have 2-3 requests accepted.
If you have weak or bad relations with the city, you will sometimes receive tasks like for example the need for sending two officers for protection from delinquents. Once you have very good relations, these missions won’t be activated.
In the mob headquarters you will do what you cannot do legally.
Mob headquarters. Here you can ask for 3 things. You can arrange a call that will be a dead trap for your policemen (up to 3) or detective (one). You can also use the mafia thugs to talk to the reason of the select community. A good option if you haven’t created false evidence or you had no chance for that. Remember, once you smash the bob, you will no longer be able to use their services or sell any more evidence.
The corporation gives you an opportunity for additional development.
Atticus Corp. It will be unlocked in the middle of the campaign. For the right price you will be able to help yourself here. You can send a few of your men to a party so that they rest. You can find a job for one of your men in the security, thus firing him without having to worry about being sued. You can pay for a new job position for an officer or a detective. Send the money to a secret account in order to hide it from the eye of the prosecutor.
Church. You will gain access to this place after about 90 days of the game. The bishop gives you plenty of opportunities… to sink your valuable money. Especially since one of the investigations will be related to him. If despite that you still want to ask for his services, then he can bless the station or forgive the sins. He can also perform a funeral ceremony – personally or through the phone. The bishop can also pray for Jock’s family, allow him to touch sacret relics or sermon for the policemen.
Labor Union headquarters. You will gain access to this building in the final phase of the game. It offers very interesting options. You can buy information about the political spirits of all your future employees. The unions can influence the city hall, making the politicians stop giving you their tasks. You can cheaply buy evidence to legally fire each of your employees and you can hire a rat that will give you information about your employees.
Before you there is the map of the city of Freeburg where you will spend most of your time. Here you will give orders to your subordinates, assign detectives to cases and react to various situations.
On the map you will frequently see colored markers (1). These are calls to various crimes, cases or tasks. On the left you can see a list of all active, unsolved calls (1). The time that is located there is counted with real-life seconds. Above (2) you will see day and time which goes with its own speed. Next to it is menu button and state of your account. On the right (3) there are various news, usually reports from calls. Below you have four buttons (4). Affairs are usually related to police, city hall and mob. By pressing Investigations you can manage the work of the detectives. Deputy is your assistant, you can give him various tasks. Songs allow you to listen to music during the work. Majority of the bottom bar contains your current resources (5). Here you can find officers that are ready for action and the ones that are riding to or returning from calls (dark pictures that are filled or unfilled depending on the direction where they’re heading). At the left edge there is the date and information of the shift that is currently working (6).
You will encounter calls related to various crimes – from common thefts and public disorder, through assaults, fights and rapes, to shoot-outs and suicide attempts. The key to victory is to recognize whether the threat is real and determining how dangerous it is.
Calls on the map have limited reaction time. It is counted in seconds representing until when you can react. If you there is large amount of time, it is a good idea to wait for other patrols to return to the base and send more men to the place. Frequently calls with very short reaction time (7-10 seconds) will appear. Always have at least one officer in the reserve.
Sometimes the policemen will ask you for additional instructions after arriving. When it happens, an additional window will appear and you will have a few options to choose from. Selecting the correct advice or order will have decisive impact on the positive outcome of the whole action. Sometimes your policemen will ask for backup. Also, you can abort the mission at this point, which will count as a fiasco. In that case there will wait for an additional patrol – it will increase the amount of time needed for solving the case and it will thus block valuable human resources. In those cases you should consider whether they really need additional hands to get the job done.
Crime call – How to deal with each one?
If you have proper knowledge you can determine how many and how trained officers should you send to various crime types. Sometimes however harmless situations will require larger number of officers because of various factors. If the situation is dangerous, you should send SWAT. If there are many criminals or suspects, then you should send prison wagon with the officers.
A task is completed successfully only if no one gets hurt and the criminals are caught. In that case the officers will receive professionalism points. Even a single red statistic will equal failure – penalty points and your relationship with the city getting worse. Remember that the worse thing is civilians dying, then policemen dying and criminal escaping at the end. Sometimes you will find some items like weapon or drugs. You can sell them to the mob (and then take all the profits or share with your crew) or simply take them to the station. There is no point in selling “fibus” or alcohol. When the officers ask you for instructions, options that you pick are often decisive. Sometimes, you can send out a good team, but give inappropriate instructions, which does not end well for you.
Officers can respond to any number of calls, they aren’t getting tired from doing that. Their tire level depends only on how many days in a row are they working.
Such calls like theft, public disorder, vandalism, destruction of property, accidents, frauds, a suspicious individual etc. are ones of the easier assignments. They rarely change into serious situations. Sometimes however you will have to give advices to your men about what they must do. Notice how many suspects are there. Even if they are kids, it is better to send two officers than one (your men cannot multiply). In the second part of the game, especially starting with the serial killer hunt, many calls about a suspicious individual will be a false alarm.
You should treat fights, massive fights, assaults, rapes, robberies, protests, theft or attempted murder require a bit more serious approach. Usually you should send at least two officers. If it is a fight then there are at least two aggressive people. Make sure that you send officers with about 200 professionalism points or a combination like 300 + 100. Such patrol will have greater chance for success. In these cases patrols will also call for additional instructions. Remember that they can ask for reinforcements as well. If you have only one officer slot available during the call and from the description you know that there are more people present, then you can be sure that you will have to send a few more men and maybe a prison car.
The hardest tasks are gun robberies, hostage situations, bombings, trafficking, shootings, gun or drug trading, massacres and murders. Here you must send at least one best cop. It is good if he has a rank. SWAT will be very useful as well. However, if you send large number of high quality officers, they should manage even without the SWAT. Despite the best possible team, sometimes some of your men can die anyway – it depends on random factors and on missions themselves. Very frequently the patrol will ask for advices, usually two or three times. This can also greatly impact the outcome of the action. Despite it all, there are challenges where one officer will manage because you given him proper hints.
In case of advices you must remember about a few things. You must show some negotiations and observer skills. It is better to use option to point at someone and yell for him to surrender than to kill him immediately. Use the electroshock weapon or gas instead of risking your people. Be careful, don’t run into the house in which there is a man with shotgun. When armed criminals start shooting at you, don’t run in their direction – hide behind the police car instead. These are only some of the advices that will help you in selecting correct solution. Remember that there is more than one correct options that have different outcomes.
And to think that some elderly man took the behavior of his dogs for a sign of somebody’s breaking in.
You must also remember that there are false calls. If the officers will ride to such call, their skills won’t increase nor will they receive a professionalism penalty. However, they will lose valuable time on driving there and returning. You must carefully check information related to call. Some child tells that there is a monster in his house? It will be a harmless animal. A small child is telling that “they” are forbidding him from leaving the house? He was home-arrested by his parents and decided to call cops. Grandma is hearing suspicious voices from neighboring apartment? It’s just loud television. Old man is reporting that some army is breaking on the ground floor? These were dogs scratching the wall in order to get inside. A woman noticed a mysterious man that fist the wanted poster and has a weapon? It’s just an officer who went for coffee and looks similar to the wanted man. Some situations cannot be predicted. However, if the caller is telling about something incredible or it is a very old or very young person, then there is great chance that it is a false alarm. It’s similar when the thing the person speaks about isn’t very convincing. However, it is worth adding that various things can happen. Sending one officer won’t hurt you, and it is better that nothing happens than if a criminal hurts someone.
Green calls on the map are favors for various citizens of the city. They differ from other calls in that completing them won’t lead to any bad consequences – you can only profit from them. In majority of favors the task givers repay you with money, usually a few thousand dollars. It’s different with the men you send there. The tasks can have various impact on your officers: They can resign from working for you because the task you gave them proved to be more profitable. They might also leave because they have enough of being treated like errand boys. They can return completely drunk because the task giver offered them drinks. They can go on karate training and return well trained or they can come back rested after playing arcade games. In most of these calls sent officers will become unavailable till the next day. These simple favors are a good way for earning money. During them you also won’t lose reputation in city hall, police or mafia. No one will rat about you nor will anyone start an investigation.
Black markers on the map. You will face these events usually once per one or two weeks. They always require 4 officers, SWAT team and, if you have, a prison van. Luckily, skills aren’t important in these cases. Whether you will listen to the mayor is important for your reputation in the city hall. In these events you can listen to the mayor and use force or object and avoid confrontation with peaceful protesters. You will be also able to buy alibi, for example evidence that criminals forced you to aggressive reaction and you had no choice. After the event everyone returns to the station but no one gains experience. If you decided to use force, then an investigation against you will start. You will be able to use the fabricated evidence or blame mayor and his administration. What you choose will impact your reputation in the city hall. Also, you can decide not to react, which will be morally proper, although this will require you to break a sweat to gain favor with authorities.
At some point, more specifically during day 12, the mob war will start. Before it happens, you will decide which side are you on. If you select Sand (light orange), you will only see tasks from him. If you select Varg’s mob (blue), you will be able to complete tasks for both sides. It is important because if Sand sees that he isn’t winning (he won’t be leading for three days), he can focus his anger on you. The war will end on day 29.
Calls for the mafia bosses for both sides are usually easy, for 1-3 officers. Your men won’t spend much time on them and they will return quickly. Their skills aren’t important. However, you will block them for other, more important tasks. There will be many of these calls and the whole war will take two weeks. Don’t worry if you miss some, there will be others in their place. At the end of the day a large statistic showing current situation in the war will appear. It is a good idea to complete assignments from both of the sides and maintain the advantage of 1 assignment from the Sands. Towards the end of day 26, complete all the assignments from the Vargas, so that they can choose. If Sand wins, nothing important changes. If Varga wins, the mafia will change thier HQ to the riverside villa. Either way, the war ends on day 28.
Once in a while a purple marker will appear. It represents the possibility to start an investigation in a case of a wanted criminal responsible for fire starting, murder, theft or other things. You send detectives to such cases. One of them is the lead investigator and the others can be assigned as his assistants. The latter can be delegated to other tasks at any time. Some investigations will open an opportunity to thrash out the gangs.

From time to time your men will discover new pieces of puzzle, usually 3 “pictures”. Your task is to combine the information such as investigation and monitoring reports with these illustrations. This should lead to conclusions about what actually happened. If it will go hard, you can try all combinations until you find the right one. Later the investigations will be longer and you will have to combine more slides. In order to return to the case, you must simply click “Investigations”, select the case and press “Details”. The longer the chain of events, the more professional detectives you will need. If the detectives aren’t good enough, the case will stand in one place. Also, you can assign additional men, thanks to which they discover more slides. You can assign people from both shift, thanks to which they will discover something new. The better investigators will find correct slides, wherea tthe weaker ones will sometimes provide you with different versions. You can also leave the case for later, until you have a better crew. If you find the correct solution then the detectives will identify the suspect and a new marker will appear on the map.
Now you know who the culprit is. Now the question is where is he hiding.
Now you can send your main detective with 2 officers. If the suspect is troublesome, you can send SWAT team as well. If it is possible, don’t send the officers without a detective! Their chances will drop significantly. Don’t wait a few days with the arrest because the suspect can escape and disappear. In some cases there might be more than one location. In order to avoid wasting time you should study the case again so that you can locate the right location. From my observations it is best to send a team just before 2:00 when the shift changes. A new call won’t appear and you will have all officers. Then the game will wait for the result of your officer’s attempt, despite the fact that the clock will show three in the morning. Of course, this will happen if you are sure of the location of the criminal.

At some times you will have option to break a gang – for example one of its members was caught by your men and he agreed on cooperation. These members will be the criminals arrested during other investigations. Sometimes you will have to soften them up with an interrogation. If that doesn’t help… You can torture him to break him. This will have its ramifications, which is why it is best done by means of talk alone. Especially that it is not too difficult. You only have to read through his record to spot several important details concerning the suspect and his background.
A board with organization structure on it will appear before you. You’re interested in the big fish at its top. You can always press charges against the members you already caught, but you will get the most from the boss of the gang. Breaking the gang consists mostly of long investigations. Press the portrait of a member in order to start the investigation. It will go similarly as “normal” investigations. You assign the detective, read the information, combine pictures into one whole image. Once you find correct solution, you can arrest the target like in typical investigation. Then you can press charges and close the case of the gang. On the other hand, option to capture the more important man opens. Which leads to greater reward and positive reputation in the city. The mayor will be pleased of your progress as well. Remember that conducting an investigation against the mafia and arresting its members deteriorates your relationship with the mafia. However, if you carry out their orders, sell their goods and sometimes blink at their shadowy deeds, they will not object to you exposing them. After you have dealt with a given mafia, you will no longer be able to sell their goods, nor use their services. On the other hand, you will stop worrying about maintaining good relationships with them.

The Red Masks
It isn’t a large gang. You will start its case after arresting the thief from the second investigation (the robbery). In this case the mayor will rush you. You must catch one more person before you focus on the boss, Jin Yang. The first case is reclaiming the stolen property.
Ning He had used the key to get inside. Then he walked towards the safe and took a valuable item. Then he simply left.
The boss is selling what her men stole. The transactions are the weak point thanks to which you will take her to the court. Yang is always waiting for the buyer – she participates in the transaction personally. After the transaction the buyer walks away. SWAT isn’t needed for capturing her. Congratulations, you destroyed your first gang!
If you decided to help Sand and he won the mob war and you completed the case of Pazzi’s death, then you can try taking down the biggest gang in the city. The reward isn’t small – 200,000$! In addition to that, the mob will no longer treat you as their’s errand boy and you won’t be threatened with dead if you won’t act as they tell you to. On the other side, mob’s hideout will no longer be available and you won’t be able to sell your “findings” from the crime scenes. Before you start the series of investigations, you must break Henry Sand.
You have all the information in the profile. First focus on his wife (1). Then start speaking about his family, especially his daughter (2). Now, once he is weakened, give him a specific question (3). He will break and point you to the next person in the chain of command.
The investigation will focus on George Sand and his recent weapon theft. He is always moving accompanied by a tough guy who broke the door. Then they went to the first floor for the green chests with the rifles. George’s soldier took them down and then he loaded them on the truck.
The next target is Martin Sand and his case of blackmail and assault. Martin likes his horses very much and he hates cars, so he decided to arrive on his horse. He doesn’t leave his whip as well and he used it to destroy the glass and force his victim to leave the house. When the victim walked out, he was hit with the whip. Then he lied on the ground. Martin went back on his horse and left.
Once you arrest Martin, it is time to focus on the next one in the list: Orson Sand, the right hand of the boss. You will focus on the abduction case organized and performed by him. First he arrived with a red ambulance under the building. Then, disguised with his soldiers, he went towards the victim that was selling cars. They made him wear a jacket and took him from the room. When the victim saw the ambulance, he started trying to escape. All that was left of him was his boot.
Now for the last part of the puzzle, Christopher Sand himself! The murder was performed with unusual brutality. Orson brought the previously kidnapped man, took him from the ambulance and undressed him. He was placed next to the dog cage. That’s when Sand came in with a shotgun. He first wanted to learn why he was betrayed, but the victim was spiting in his face. Angry Sand shoot him in the stomach and then released the hounds. Now you can arrest Sand and break his gang for good!
Atala Funeral Home
It isn’t hard to break this gang, you can do it in a few days. You have to make the boy that you have arrested confess. He will point you to the next person in the group.
First, you have to break the boy to have him point you to the next person in the gang. Start off with a simple question about who he is delivering the drugs to (1). His arrogant answer will only do good. Then, start talking about his mother and about how much she worries about him (2). This will annoy him a little, so ask about Dante (3). This time, he will pull himself together and deny knowing him. Push him harder and say that he has bailed him out on numerous occasions (4). He cannot deny that and he will point you to the gang member.
Now it’s time for a group that specializes in car theft – the Keylesses. First you must break the youngest member of the organization which you caught after solving the case of attempted theft.
Start with a casual chat about the cars (1). Then focus on the fragile topic of her mother (2). Finally show her what you know about his relations with Nina Ware (3). After that he will break and tell you everything he knows.
Nina Ware. The theft is brilliant in its simplicity. She outsmarts the guard, opens the door of the car and then starts the car by using the wires.
Stuart Hayes. He sells the stolen cars after disassembling them into parts that are easier to sell. First he pays the thief. Then he marks the places where he will cut with a yellow tape. He uses a special cutting tool and then he loads the car into the truck.
Now it’s time for the gang’s boss – the experienced smuggler named Juan Camillo Salas. First he softens the first line with the “gift”. Then the employees are marking his stuff and they are being paid by him. The parts are loaded into the train and transported away.
Once the investigation against the priest who molests children is over, you can try breaking this gang. First focus on breaking the criminal you caught. It is worth adding that after breaking this gang you won’t be able to use church’s services. It’s not a big loss anyway.
During the conversation with Aaron you must start with delicate, but weak points – ask him how was he treated by his parents (1). Then focus on father’s love towards the son (2). Then be “compassionate” and talk about other hurt children (3). Now you must decide what the gang really does, you should know it from its anti-activity (4).
Another priest, Joseph Costello, is holding the drugs. He waits for one of the cars to drive in. In addition to transporting the wine, at the bottom there are drug packages hidden as well. He uses a secret stash in which he hides the stuff.
Now it’s time for the head of the gang – the bishop himself. He organizes the drug production in the barn. Two guards armed with automatic weapon are protecting it. Inside there are women who produce the drugs. The bishop performs his ritual – he splashes his blood over the drugs. Then the woman-technician weights the drugs and packs them into colorful packages.
This is the last gang to break. You will be able to take it down after arresting the man responsible of the assault. After the investigation you can take care of the gang.
You will start with Margery Lump. She is a very aggressive woman who doesn’t know what mercy is. A young woman entered the shop and after a short while Margery dragged her into the alley, kicked her in the stomach and started chocking her. Now she is wanted for murder.
The next investigation will focus on the abduction. First a van arrives and then the man runs out and stuns the babysitter. Then he shows the tickets and use them to bribe the kids to enter the car.
The last one is mister Hall, the terrorist. First he entered the church together with the crowd. He smuggled the briefcase and took a place. Then he planted the bomb under his sitting. He left and used a remote control to detonate it. Congratulations, you broke the last gang!
This gang can be shut down if you’ve helped Varga to neutralize your competition and if you’ve solved the investigation of Hikaro Moto (Probable murder). The above conditions have to be meet for you to be able to get onto the gang. The award is smaller than the one given for Sand – it’s $150,000. Still, you won’t get more money out of any of the other cases.
Before you can deal with high echelons of this mafia, you have to interview the small fry. Strat off hard – tell him that you’ve heard he’s gay (1). He will begin to ask who told this to you – remind him of his friends from the whorehouse (2). Then, indicate a specific person (3). You’ve done your little shakedown, now tell something that’s untrue. For example that his friend is helping the police (4). This sarcasm will be too much to bear with – he will reveal his shady business.
A coast guard motorboat was patrolling the area, but there came a dense fog. The suspect was already on the boat and had his equipment ready – a blue raft and a barrel. He spilled the content of the barrel and watered the raft. When he was on the water, he threw a flare to ignite the boat.
The supplier comes in a colorful van. A man dressed as a clown gets out, and together with his men, they take the boxes inside. Then, other men put them into backpacks which lie on a table.
The suspect has planted a bomb under the victim’s car. First, he approached the car with an orange bag, he kneeled next to the car and then took out the explosive material – plastic. He laid underneath the car and placed the charge. He left hastily – one of the witnesses has seen that. The victim came out from the house alone, entered the car, which has subsequently exploded.
You’re onto the boss! He counterfeits money. The sequence begins with Varga sleeping. He always wakes up at 5:56 a.m. and walks down to his cellar. There, he has to get through bulky, iron door – the code is 5605. Inside, an elderly man makes the counterfeit money. He gives everything he managed to produce to the boss, who takes everything into his car and leaves. You’ve solved the case! The only thing left is to catch him and celebrate.
It’s a harder investigation with its chain of events. In order to catch the killer, the “Dentist”, you will have to put quite some effort into it. It appears on day 66.
During the first encounter, when you will have to search the apartment of the killer, one of the detectives will die due to the crap. Send two of your worse men.
There is no point in talking to rats.
If you want to solve the mystery, you must take the clues instead of giving them to the federals. One of your officers won’t like it and he will plan to complain about it to higher powers. Your deputy will inform you who did it. You must kill the rat if you don’t want to end the case too early. Use the option mob – police trap. Remember that you must send two officers on such mission (the have not been leaving alone for the past several days), send a weak partner.
From now on clues related to the killer will appear every few days. You will have a few locations to check. In one of them there will be three slides – it will be similarly with every next case. There will be 15 of them in total and you must select five correct ones from them in order to solve the case. Each clue is related to the previous one. Remember that the detectives will go there only with the counter-terrorists. Upgrade them before that so that they can be sent to action more frequently. The investigators’ proffessionalism itself does not affect the case in any way. Try sending them to more probable locations in order to avoid wasting time. If you haven’t eliminated the rat or bought his silence, then despite sending your detectives all the clues will be given to the feds. In the end they will catch the wrong guy and make him a scapegoat. You will receive high reward but you will also learn the uncomfortable truth about the case. If you can keep your personal investigation a secret, the feds will keep an eye on the suspect ntil he makes his own move.
This is a description of 5 homicide cases and clues, if you keep your investigation away from the feds:
“Holy House Pizza” – this is the first location for your men to search.
After you receive another clue, you have to go to the bank.
Send your investigators to the funeral home.
This time, go to the Wooden Horse Toy Store to get the penultimate clue.
There are quite a few locations for you to search. Pick the one with the word “Lounge” in the name. After you have obtained the last clue, you can move on to the last step.
The clues that you have collected will help you pick the pictures. Yellow parchment suggests yellow jacket of the delivery man. The toy car – the squad car makes you realize that the perpetrator has used a police truncheon. Cover from the Bible, and more precisely the chain, tells you that this is what the killer use to restrain the victim. Rubber gloves point to rope as the murder weapon. This time around, it is not the Dentist’s letter, but the note that is a clue. The murderer used a blindfold to keep the victim’s eyes closed, just like in the case of medusa that looked into the mirror.
The end version should be like this: yellow jacket, the woman is hit with a police truncheon and then is restrained with the chain. The victim is strangled with rope and the murderer blindfolded her. Congratulations! You will no be informed by the FBI about developments and you will soon receive your reward.
The assault plan on the town hall.
If you have decided to side with Chaffee and you want to whip Rogers’ hide, you will see the plan of vicinities of the town hall. If you have collected clues from everybody that had something to do with, e.g. working at the hall, you should be able to figure things out. The problem is that your forces have to be deployed perfectly, because there is only one scenario that the game provides for.
Below, view the correct assault plan:
1. Two commando divers (Water Assaulter).
3 Team Leader, Assaulter and Breacher.
4. Two Assaulters.
8. One Sniper.
9. Assaulter and Breacher.
With this plan and deployment you are sure to succeed. As soon as you end your preparations, carry out the assault. You will receive information on success and you can enjoy the game ending.
Attack plan on Chaffee House.
Accepting Rogers’ terms will mean that you have to come up with a plan to kill Chaffee. This assault plan is a bit more difficult and it is not as obvious which building the target is in. However, plenty of information is at arm’s reach and you can get it from former employees of Chaffe. Also here, there is only one possible scenario.
This plan should result in your success:
1 – Two snipers.
2 – Assaulter and Breacher.
5 – Assaulter.
7 – Assaulter and Breacher.
8 – Breacher.
10 – Two Assaulters and a Team Leader.
Point D – Armored Vehicle.
With this plan and deployment you are sure to succeed. Now, you will receive information on success and you can enjoy the game ending.
Important! This walkthrough can differ from your playthrough if, for example, you join a different side in the mob war, you break Sand’s gang faster or you won’t react to protests with strength (you won’t waste a day on interrogation). However, the crimes that happen the next day will always happen based on the same scenario and order. Whatever the choice, this will not affect the ending, but with time it will affect the game itself.
Your story starts with a longer cutscene and selection of a few options during a press conference. Then you will slowly perform your duties. The game will force you to play the tutorial. Many tasks will be simple and your crew will deal with them easily. However, the trouble is that part of your crew is old officers or ones with very low professionalism. In addition to that, the mayor will very quickly ask you to fire all black employees. Have it in mind if you want to accept his request.
During the first days you will frequently watch cutscenes. During one of them you will decide the fate of your colleague. No matter the choice you will be forced to work with mafia. From that point you can earn additional money. If you complete all jobs for mafia and favors for the citizens, you should gather 15,000$ needed for fabricating the evidence during the protest at day 9.
The tasks will get harder and harder, but if your relations with mayor remain good, you will increase your team (or at least it won’t shrink). At some point a mob war will start and last for about two weeks. Many missions related to it will be available, but for you this will be less important matter. It would be worse not to stop a regular crime than not to support one of the mafia families.

10:01 Escape from the accident location (Hit and run). Easy, but send two men just to be sure.
11:00 A fight. Send two men.
14:20 A gun robbery. The officers will ask for advices. The best advice is to deactivate the sirens and using the megaphone to tell them that the house is surrounded.
15:00 A fight. Send at least two men.
16:20 Assault. Send the whole patrol if you want to catch the criminal.
20:00 End of the day
10:00 The shift starts. You will receive two badges to promote the officers. Leave one of them for the second day in order to balance the teams.
10:05 Vandalism. Even a single experienced cop can go to the kids.
11:10 Another vandalism act. This time send at least two men.
13:30 Suspicious man – False alarm.
16:00 Sam Sorkin: Night club. Mister Sorkin will ask for one of your subordinates to help with the selection of clients entering the club. After this task the officer will leave the police. You can send your weakest worker there or a black one (if you intend to complete the task from mayor) to make him resign working on his own. If you send anyone, you will receive 4,500$.
17:50 Drug sale. The patrol will ask for advices – tell them to get him to the rink and gather witnesses.
18:45 Suicide attempt, short reaction time!
21:00 End of the day
10:00 The shift starts. You will receive a task from the city hall – fire all black officers. One of them is old, so it won’t be a problem. The second one you could “fire” by sending him to work for mister Sorkin. The rest you can simply fire or try sending them to tasks with which they will fail. The safer option is to fire them, even though you will worsen your reputation at trade unions. Of course, all of that only if you want to have good relationship with the city hall.
10:15 Destruction of property.
10:30 Murder, port warehouses. Send your detectives to this investigation. If you assign all three, they can find the conclusion even during the same day.
12:20 Car theft. The officers will ask for instructions – let them wait for the suspect to appear.
14:45 Suspicious person.
16:30 Kazuki Tamara: Dragon’s Lair club. You can send one of your men so that thanks to the training he gains 100 professionalism. However, he will be too tired to continue the job and he will go home.
18:30 A fight – two dancers. The officers will ask for your help. Whatever you choose in the first phase, the second will start anyway. Let your men try dropping cold water at them.
19:10 A fight.
20:00 End of the day.
10:00 The shift starts. You can give one request to the city hall today. If you haven’t made any mistake and you completed the request for city hall, you can ask for two things. It is recommended to select additional officer and SWAT team upgrade (additional use is the better option). It will be useful later and you can’t lose it.
10:30 Disorderly behavior. Send at least two good cops.
10:55 Robbery. This time one very good officer (300+) will have the job done. The patrol will face hard choice. Two first options aren’t important, but it is recommended to first sneak up and then aim at the criminal. Finally you should threaten him that he will die or simply shoot him. However, the outcome is random selected and someone can die anyway.
11:50 A fight. One experienced policeman will get the job done.
13:40 Erenest Fitzgerald: Shooting contest. Send two officers so that they increase their skills (+55). Then they will ask for day off.
14:00 Investigation – Robbery, city center. Send investigators even if you don’t want to finish this case. There is a chance they will complete it the same day.
14:10 Task from the city hall. One cop will be needed, no matter how skilled (it is best to send the weakest one). You cannot postpone this call, so have him prepared.
18:45 Vandalism and destruction of property. Send one policeman to the first one. Send a group of officers to the second one. If you have good officers, they will get the job done.
20:00 End of the day.
7:00 A shift starts. If you fired the black subordinates, you will be informed about motion against you.
8:30 Murder attempt. Two mediocre officers should be enough.
11:30 Car theft. The officers will call you for further instructions. Select where you overtake with the police car and try taking the target into custody.
14:30 A hostage taken – false alarm.
17:15 Sand will ask you to send one of your men to help him.
20:15 Assault with use of dangerous weapon. You will have to advice your men twice. The first choice won’t change anything but the second will be important – scream to release the civilian. If your men have enough professionalism, it should end well.
2:00 End of the day.
A hard day awaits you. If you have at least 6 men, you should deal with everything.
7:00 The shift starts. Martin Stett will become your deputy. From now you can use his help.
7:50 Theft – once the patrol arrives, the officers will ask for your advices. It is best to select option to catch the boys or to ask about the shoes. Send two officers, including one with about 200 points. Otherwise the boys will escape.
10:25 Murder attempt. Have a few men ready – short reaction time. Send three men, leave the last, weakest one for the next task.
12:00 Task from City Hall (one officer needed, he will be busy till the end of the shift).
14:15 Assault. Send two men as quickly as possible so that they manage to return for the next call.
15:00 Task from Ulrich Biebier. You will need three officers. After the task ends they all will be drunk and you will receive 3,000$. One of the officers will go home. The rest will remain drunk in the work.
15:30 Sand will inform you about his operation at 22:09 and he will ask you not to intervene. If you agree, you will receive 4,000$.
16:40 Public disorder. Wait for the patrol sent to the assault to return. Don’t use the drunken cops. The officer will ask you for advices two times – first tell him to scream at the closed door that the criminal should get out. Then ask the criminal about his job.
22:09 Theft. Sand’s people’s operation. If you don’t do anything, then the criminal will escape and you will obtain easy money.
2:00 End of the day
A psychological test awaits you. Except for the first question, the rest of the drawings will present a clear situation related to Christmas and to short family story. It is easy to guess what the illustrations show. Don’t joke when making choices because this would have consequences and it would cause you some trouble. If all goes went, the next day you will be informed about a positive grade.
A gang appears. You will have an opportunity to break up that group. Obtain a rat among the criminals in order to start the investigation.
7:07 You will learn about a feminist protest. Remember that you must have at least 4 officers and a SWAT team available. Let all of them have low professionalism, it’s irrelevant in this case. If you want to accept mayor’s request and use force, you should have 15,000$ prepared for fabricating evidence (it is better to select evidence against mob than against your men). You can also not send anyone, this will worsen your relationship with the mayor.
8:20 The criminals took hostages (personally I sent one officer with 850 professionalism and he easily took care of that). However, just to be sure, you should send as many men as you can – they should return from the protests before the countdown ends. Leave two men and SWAT for the next task in the casino.
10:00 Sand will inform you about his action in the casino at 12:40. If you let him act you will earn 8,000$. However, if someone is threatening people with grenade, there will be casualties. If you don’t want to lose reputation, send a large team.
11:30 An option to start a new investigation related to setting fire to a cinema will appear.
12:40 Casino robbery (if you don’t act, then the criminal will escape and kill a civilian). Send a few men and SWAT. The patrol can ask for backup, but if you sent a large team, they should handle it.
15:00 Demi Greiner: Help in bringing order to arcade cabinet. 2 officers are needed who will then return rested. You will also receive 2,000$.
17:20 Suspicious man in the hospital. The officers will ask you for advices – use taser on the criminal.
19:00 Public disorder. The patrol will ask for backup.
21:00 Sand will ask you for help. 2 officers are needed.
22:30 Rape in the hotel. You will have to instruct your men three times. First threaten the criminal that if he won’t let the victim go then he will be shot. Then use the gas and finally jump behind the criminal through the window.
2:00 End of the day. One of the best officers will leave because of family reasons. You can’t do anything about it, it’s a predetermined event.
7:00 The shift starts. Usually a script is activated and one of your employees doesn’t come to the work. You will also receive a special task because one of your men was very brave. The city hall will ask you to take care of him until the award ceremony. Nothing bad can happen to him for three days, don’t fire him! If it’s an officer, send him on easy and calm missions. If it’s the detective, then nothing bad should happen to him anyway.
8:30 Murder attempt. You can send only one officer and paddy wagon which you doesn’t have yet (but during this time there will be an opportunity to get it). The patrol will ask for backup. If you send a few men you might capture the criminal.
10:40 Sand needs help. You can send even 3 officers.
12:30 Sand will inform you about his action in the Court at 18:30. He offers you 6,000$.
13:30 Disturbing the peace. The patrol will ask you for advices. Each option is good and as the second option you should select aiming the weapon at the criminal and ordering him to release the boy. Sometimes the events end bad anyway.
14:30 Henry Sand: Road. You will be asked to send 3 officers to assist in training drivers. For that you will receive paddy wagon. You will use it during tasks with large groups to arrest. After the task they will go to home.
16:20 Robbery. One good officer or two medium ones should be enough.
18:40 Murder, Sand’s operation. If you decide to ignore the situation, then the criminal will escape and civilians will die. If you prefer to react, then you must send a few men and SWAT team.
21:10 Assault. The patrol will ask for advices, there will be 3 sequences. The entry way doesn’t matter. Convince the target that you’re on his side. Then tell him that the police will start the investigation immediately. The operation will end successfully.
2:00 End of the day.
Today you will be interrogated about the feminist protest that occurred during day 9. Don’t give clear answers and definitely don’t tell anything that could be used against you, for example don’t tell that you are married but your woman currently isn’t leaving with you (this would gave a base for accusation against you). At the end of the conversation you can blame the city hall or the side on which you “obtained” the evidence.
Before the regular day starts, you will see a series of cutscenes. You will have to decide whose side are you on – Varg’s or Sand’s.

9:20 A massive fight. Send a few men, SWAT team and the paddy vagon.
11:40 Assault. The patrol will ask for advices. First pull the dog, then borrow the girl’s bike to catch the teenager.
17:00 Murder attempt – false alarm.
21:30 Terrorism. Once the patrol arrives, the men will call for further instructions. They will inform you that something is moving inside – tell them to open the bag.

7:00 The shift starts. You will be informed that a mob war started.
